April 12, 2023. Chairman of the Board-Rector, Doctor of Technical Sciences, Professor, Academician A.B. Naizabekov took part in the first meeting of the National Council on Science and Technology under the President of the Republic of Kazakhstan. The meeting was held in Akorda Palace under the chairmanship of President Kassym-Jomart Tokayev. It is symbolic that the event was timed to the Day of Science and the main topics for discussion were the formation and implementation of state policy in the field of science and scientific-technical activity.
The members of the National Council on Science and Technologies: Kazakh scientists, and also scientists – our compatriots who are heads of foreign scientific laboratories (USA, France, Austria) made their reports at the meeting.
During his speech the Head of the State stressed the need for an integrated approach to the development of Kazakhstan science, including the personnel component (increasing the number of doctoral students, raising the status and improvement of social protection of scientists), development of evaluation criteria for the effectiveness of existing research institutions, improvement of normative regulation of endowment funds, expansion of cooperation between business and science, and provision of material and technical equipment of scientific institutions. The President noted that the new model of science should be based on the partnership of the state and business, the symbiosis of scientific and technological and economic policy of the state. Economic incentives, including tax benefits and investment preferences, should be introduced in order to invest business in science. According to the instruction of the head of the state, corresponding norms will be envisaged in the Tax, Entrepreneurial and Budget Codes already this year. In general, the President of the country has covered the whole range of issues aimed at the development of Kazakhstani science. Undoubtedly, the formation of a direct channel of communication of the Head of State with the scientific community will allow to increase the efficiency of institutes of management of domestic science; it will expand the framework of interaction between science, the state and business; it will facilitate the development of new mechanisms for the development of Kazakhstan science.
